The Collapse of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of contrasting events captured the harsh reality of the current period. By day, political struggles are conducted: optimistic declarations are delivered from multiple capitals. Considerable effort is allocated on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from across the border, a ability provided through timely intelligence. From observation points, defense planes that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems engaged: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, presumably delivered by partner states. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly transforms into grim resignation: perhaps the incoming missile won't strike its target this time, preventing destruction from devastation and additional electricity failures.

Ongoing Risks

Soon after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a defensive team – probably Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its target.

Periodically, this carried on until dawn. Kyiv faced the daybreak reports: seven people killed, damage and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on Western support – a need that neighboring countries are evidently unprepared to substitute in the immediate future.

Ineffective Peace Efforts

The 28-point plan from US administration provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from US leadership unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, continue.

Strategic Calculations

It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is impossible to compel Moscow to abandon the areas that it currently occupies in Ukraine's occupied territories.

The problem is that while accepting these circumstances, US leadership does little to discourage Russia, through words or deeds, from believing that the current condition will not shift further in its benefit in the near future.

Opposing Positions

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a complete military breakdown until situations evolve in its benefit.

Existing Situation

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their task will now be considerably more difficult after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are influencing discussions.

Conclusion and Outlook

It took a mere seven days to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.

While new plans based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
